No, Dragons randomly spawn around the world even after beating the main story line. Sometimes they even spawn in cities. (Personel expierence)
Also the higher the level the more of a chance to run into elder, bone, and ancient dragons.
 
Does anyone know what to do with all the dragon priest mask after you've collected all 8? Because in the loading screen I noticed it showed an alter with 3 dragon skulls, and the 8 dragon priest mask placed along the alter.
