Go to Labyrinthan. It's an area on top of a mountain not too far from the shrine to Mehrunes Dagon and an outdoor dragon spawn/word wall. You will find a massive massive ruin with multiple dungeon entrances and a permanent snow covering. Don't go into the dungeon of labyrinthian itself, explore the large ruin (there's usually about 3-4 ice trolls in the area, heads up) and you'll find a domed stone shrine building in a shambles. Enter this building and you'll see a corpse next to a note and a wooden mask. Put on that mask to go to a past version of the shrine. The rest should be obvious.
