Being able to mod the game would be a double-edged sword. But, you'd end up massively fracturing the community. Things like new maps/costumes wouldn't be too bad (but even those are a pain to wait for to download for fps's). Inevitably, any fan-made balance patches would be doomed to split the community, as look at how impossible it is for anyone here to agree on anything in that regards.
There's also the inevitable flood of cheaters that would come with any online pc game. At least, a console adds a significant barrier to cheating (but by no means perfect).
You'd also better hope your computer is powerful enough to maintain a steady framerate all the time. I know that if I play SC4 on any 360/ps3 it'll run the same, that would not be true of a pc version (complicating tournmanent organization if there isn't also a console version).
That said, a pc fighting game has the opportunity to use a completely different control scheme with the keyboard and mouse. Being able to say aim projectile attacks instead of being limited to a fixed set of angles could be interesting. You'd also have enough buttons to be able to make things like jump/crouch/run/dash their own buttons, instead of overloading the block button or requiring double-taps to run/dash.
