Plenty of people won't use that code and probably leave it in with the game when they sell it back to Gamestop, so it won't necessarily be exclusive to only those who bought it new, but it does make things more complicated when you're looking to buy it used with the code intact.

Its also an incentive to actually buy the game anyways rather than to pirate it.

Given how that goes, I'd say it's probably the opposite. The cracked version will probably be the full version.
