tried watching Level E didnt really care for it.
picked up index its decent. still havent found a ghost in the shell replacement

I think Level E starts out slow. The first arc is ends well though (episode 3). From there it progressively gets better and better.

Index isn't consistent enough to be a GitS replacement. I'm not sure what shows you've watched, but if you like Cyberpunk with a strong female protagonist, then Ergo Proxy is a pretty solid show you could look into. Other Cyberpunk shows worth mentioning are Serial Experiments Lain and Dennou Coil. Other shows I would recommend outside of Cyberpunk include Eden of the East (same company as GitS), Baccano!, and maybe Ga Rei: Zero.

Just thought I'd mention, Netflix suddenly has a nice anime selection on stream. Claymore, Trigun, GunxSword, Vandred, Full metal panic, Burst Angel. What? ... What just happened?
