they don't produce offical boxart until the game is nearly complete. at this point its only 50%. Plus there's the lack of the Tecmo Koei Logo and they don't post an RP esrb rating until the game is complete enough to go under review.

They changed the art style of DOA. Hayashi has clearly expressed that he want the sex appeal toned down to tasteful at best/worst.

Basically, T&A isn't the main focus of DOA5.

I've been thinking they haven't really been toning down on the sex appeal as much as they have been toning up the other features lol.

T&A will always be the focus of DOA. But if they keep SAYING that T&A isn't the main focus, some people are BOUND to believe it. Maybe even TN themselves.
