they don't produce offical boxart until the game is nearly complete. at this point its only 50%. Plus there's the lack of the Tecmo Koei Logo and they don't post an RP esrb rating until the game is complete enough to go under review.

T&A will always be the focus of DOA. But if they keep SAYING that T&A isn't the main focus, some people are BOUND to believe it. Maybe even TN themselves.

Again, they're not making it the 'main' focus. So I imagine the idea is to take it 'out of' focus by focusing on the other stuff. So the level of fan service could be the same, but the other stuff they're bumping up to its level so that it's harder to focus on the fan service.
