In my experience: Pad players select 22_88, Stick players select 2_8H+P+K.
There are some pad players who opt for the 2_8H+P+K though, and that's due to the pad itself in how it registers diagonals: 33 can sometimes come out 6226, so instead of getting a crouch dash you could end up stepping at an inopportune time an be counter blown or counter thrown.
Basically it comes down to movement issues with the buffering system. KBDing can cause you to accidentally step as well: 44214214214214
