supposedly he was harder in the original japanese version or something

I remember in Mega Man 3 or 4, I experienced a glitch where one of the bosses did not move at all. As soon as his health meter powered up and the battle began, he just stood there blankly. I waited for about a minute, then I finally pressed a direction and the boss suddenly started attacking.
