I remember in Mega Man 3 or 4, I experienced a glitch where one of the bosses did not move at all. As soon as his health meter powered up and the battle began, he just stood there blankly. I waited for about a minute, then I finally pressed a direction and the boss suddenly started attacking.

Wow, that was a memory I had from 13+ years ago. But I just learned that it wasn't a glitch at all. It was actually in Mega Man 4 on Skull Man's stage. According to this Wiki, he's not supposed to move unless you do.
