Im not surprised that Tira made it to the top 10. She has become popular after all and people are beginning to understand her and her fighting style. The more people understand Tira and her fighting style, the more they will come to like her.
Of course not everybody likes the same character. We all have our main favorite fighter and then others fighters that we fight with that we find interesting. However Tira has always been my most favorite fighter since SC3 and to see her in the top 10 is a compliment.
