Considering the questions answered, I doubt this is correct, but...
Was the man holding the stick a lollipop man? When he dropped the stick, it signalled oncoming traffic to continue, then BAM, he gets run over.

Was the man able to see the guy with the stick?
Did the man get hit by something?

Nope, that's incorrect. (As you know, the man died by falling).

This is hard to answer. But NO. (Hint: He was anticipating something related to the stick, but he wasn't anticipating the stick being dropped.)

NO
