You should avoid Ivy because she is more complex than the other characters.

I would suggest Mitsurugi because he is simple and can be easily learnt.
 
I don't know about SCV, but in SCIV your returning character picks rate like this:
Astaroth - very easy to play, high tier.
Cervantes - Some issues with safety, but is very damaging paticularly by a wall, very good mixups at close range, good at mid range, upper mid/mid tier.
Raphael - Underrated generally, but still limited by SERIOUS liniarity problems after the patches. Lower mid if not low tier.

For a beginner, Astaroth is the best pick, but Cervantes will teach you the game better. =)
 
Tira is just too weak as a character in SCIV, but maybe in SCV though Sophie is a strong pick for a beginner but forces a lot of defensive play which isn't great if you haven't time to learn your matchups imo. =/
