Steam does have some pretty good F2P games. Aside from the obvious ones like Team Fortress and DOTA, I'd strongly recommend GunZ and ArcheBlade. As for real freeware, off the top of my head I'd recommend Xonotic, Boson X, Nitronic Rush, and of course Mugen.
