People make tier lists instead of ease of use lists.

I honestly think the latter would be more useful. For every game, really.
But whatever...

Easy: Kasumi, Kokoro, Mila, Jann Lee, Eliot
Intermediate: Christie, Rig, Tina, Zack, Hayate, Hitomi, Ayane
Upper Intermediate: Helena, Bayman, Bass, Gen Fu
Expert: Brad Wong, La Mariposa, Lei Fang, Hayabusa,
VF Tier: Akira, Pai, Sarah

Lei Fang is pretty easy to pick up
Gen Fu is intermediate
Zack is easy to pick up but very hard to master.
and I have no idea what's making you think that Christie is indeterminate
She's one of the hardest character's to get a hang of.

But if you neglect what she is known for (various counter holds and parries), it isn't easy, but from what I've seen in gameplay, it shouldn't be too difficult for her. Might take some time though.
