Leon was a safe mixup rushdown character with big damage on strike/launch, big damage on throw, and above average block punishment.
Bayman was a paradoxical. He was unsafe and slow so he had to be played defensively yet he had no block punishment to speak of. He also had terrible strike damage and only really respectable high-counter throw damage. His only useful gimmick were his holds, offensive and defensive.
One character was built solid as a rock, and the other was built entirely around a flawed gimmick. They were as far apart as you could get.
