More or less. In general, think of him as a hardcore "I like good character designs with good feel on controls". DOA happens to be packed with fanservice with some animu stuff so it's no surprise why he finds it to be "okay".
I'll use SCV as an example of how he views things...
He's not into cutesy desu animu ninja girl, oh my god he's a hot twilight animu guy, or some DBZ spiky haired hungry animu kid. Give him a badass antihero ronin, a hero who will vanquish evil, or a proud female princess knight with armor. I will tell you he's more into Mitsurugi, Hwang, and Hilde as characters than say Natsu, Xiba, and ZWEI. More on the cool badass than the anime kids gen.
More on rugged testosterone males than say pretty boys(ironically I consider Ein aka Hayate's alter ego one and he likes that character for some reason I don't know) but Leon is pretty much your typical rugged antihero idgaf guy. I will say Bayman and Bass are also testosterone types, but I guess he prefers Leon because Bayman wears outfits that can make you think Call of Duty while Bass is your typical wrestler.
He calls DOA "okay" to his standards visually because while he acknowledges the fanservice and animu stuff, he's pretty much into again "badass peeps to his standards". Peeps like Mitsurugi(SCV) and Leon(DOA5) are what he's into. That doesn't mean he will dismiss the whole animu stuff entirely, because there are times he looks for character designs that are original in his eyes. Someone like Hilde is original while Natsu is pretty much a lazy animu genderbend of Naruto in his eyes.

On what he looks for in CAS for instance. Trust me, I'd probably have a tense argument with him. But after seeing what he could do with CAS, I can agree on some things he goes on about. Course unlike him I love my animu stuff and he can't change that =D
Gameplay wise......well I'll probably reach tourney level skills while he's gonna treat this as a casual eyecandy FG to play with. Hope this clears up some air.
