Exhibition Mode is a special mode that unlocks all characters and almost all of the non-DLC costumes. I'd imagine it won't unlock the special swimsuits, but no need for people to incessantly grind for Alpha-152 or the better costumes if they don't want to... well, offline. It doesn't work for online.

Well this is a good way to encourage more DOA5 tournament play by not requiring a console to have all the tedious crap unlocked. A good move IMO to allow the players to customize the characters for spectators.

Exhibition mode is basically there so that TOs (including the IPL) can simply pop the game into any console and run it with all characters and costumes (excluding DLC ones) unlocked.
