Rugal? He's not even anywhere close to high tiers.

A-Sakura, Any Groove-Blanka, K/C/P-Sagat, Cammy, A-Bison. Those are the "must-have" in most tournment team.

Broken I would say A-Blanka, stupid roll-cancel electricity + super easily confirmable on anti-air or ground hit that did half of your life.
