I've seen two Chubby Varkids myself. The first one was on my first playthrough and dropped a legendary Rocket Launcher and I just ran into that one on PT2 at pretty much the same spot.
That shield can kinda be a double edged sword. It randomly drops shield boosters that you can pick up, but the boosters themselves drop 3 explosives each of whatever element the shield is. If I didn't have a shock shield it wouldn't be so bad but with the shock explosives it drops I've been caught in the explosions and taken myself out a few times that way. Though when the enemies get in the middle of them it messes em up pretty badly.
