What Rikuto said. You can sense it a lot in the rhetoric used by commentators; notice how they'll emphasize things like 'footsies', 'making reads', 'execution' and 'yomi'. And, honestly, in a game like SF, when a low level player does something like a wakeup ultra, even if it works, it's downplayed (while, if a high level player does, it's described as a gamble or something less 'scrubby'). I think fighting games are, pretty much, different types of RPS (I'm not saying there are only three options, but more of a 'this beats that' type of thing rather than something in traditional sports where you can account and adjust for many of the variables) systems at different situations.
It's also funny that the best moves are often the ones that can be used to force your opponent to guess (or guess multiple times) while eliminating guesswork if you should guess wrong.
