It's common business sense. By spreading the costumes out like that, folks will be more likely to buy more packs to get the costumes they want.
 
huh, the DLC are just keys. Meaning the content is on the disc or in an update. Which is good news if you want to show off.

So the Xbox 360 patch has been delayed until February. This is because there's a glitch in the patch that is making stagger escaping nearly or totally impossible on some or all stuns such as sit-downs and back-turned stuns. The AI will be able to stagger these stuns including with the proper settings in training mode, but a human player is not in versus. So I'm told, as I have not been able to verify if it's all or some stuns in versus.

Yes, as stated the dlc is in the v1.03 patch which is why it is required to play on the stage.
