They sure did... and people went ahead and used it anyway, just not in the "infinite" sense. Go back and watch the finals for that first year of Crow VS MDJ (I believe it was MDJ, anyway...). The start-up of that infinite was essentially a B&B throughout that entire event.

you're thinking of 2005, it wasn't banned then. they banned the move that started the infinite in 2006, which didn't matter all that much anyways because steve was such a powerful character and crow was hella good.
 
The issue with Viola's infinite is can you enforce the rule effectively?
Eg: In a combo involving the backgrab (44A BE, 6B+K, 6B, backgrab) I can dash up and do the backgrab a teeny tiny bit later so it doesn't combo and reset the damage, which then becaomes a 50: 50 with 22A BE, fully stocked, its an instant kill reset and an evil mindgame. I use this in competitive play and I don't want to be DQ'd by doing it to a scrub and people thinking it was looping, when it is made escapable. In majors I doubt it would be an issue as enough people would recognise the reset scaling, but in minors it could be an issue.

I want the infinite banned, but enforcing it will be difficult in some scenarios.
