Jus sayin, but jus sayin'. In street fighter-esque games, throws are usually 1-FRAME, so they don't lose to attacks

Depends on the game. Games with 2 button throws tend to have a startup animation which you can poke.

Also, another correction, only SFIII and SFIV have had throw teching. SFI, II and Alpha didn't. SSFII Turbo did has throw softening, which lessened the damage and allowed you to land on your feet. The same with Alpha 3.
 
2D games grapplers are much worse.

In most of the 3D fighters I have played, throws aren't that bad. (Well except for Tekken. I can't stand King and his 6 combo grab bs)
2D games throws are so hard to see that it isn't even funny. Especially Tager from BB.
