You play solo unless you are online. Story-wise I guess it is four people, but yea, you go solo unless you are online.
I personally would have loved to have AI partners. Would have made the game far more fun. And the lobby has issues, so I can only team up with people on chapter 1.

But I still enjoy the game. I never play offline at all.
 
update:
im on chapter 14 and about to go chapter 15.
currently looking for the side quest that gives you shotgun ammo blueprint.
however, i heard horror stories that people can't progress from chapter 15 - their game crashes, not saving... etc. - so i want to get all the side quests done before i go. and i also heard that if you go to the prison, you can't go back to the resort, city, jungle etc...

So far im liking the game but i wish there were more game modes.

Pain-in-the-Ass Infected: Butchers, Runners, and Sometimes Suiciders.
Floaters and Thugs are easy.
