It does absolutely nothing but waste time right now. However, you apparently need to do some missions to earn them before you can do a heist when they come out, whenever heists come out.

Because it is classed in "Emergency". There is no race with Emergency vehicles on.

Cant be used in races though. I dont understand why you aren't allowed to store and insure any ground vehicle anyway. I mean, did they think there would be balancing issues? Except for the tank, i see no reason.

This is pretty old. There is a glitch out though that lets you store ANY vehicle. Yes any. People stored Cop Cars, Trucks, Tanks, Jets and Helicopters. They dont have any customization options but you can insure them through another glitch.

Hackers, hackers everywhere, and its PSN thats being hacked the most right now. People sometimes get given $10 Mil for just being in a lobby with these hackers, and apparently R* wont ban anyone either.
