I don't know exactly, but. . . I'm having problems learning Mishima characters since Tekken 3 (and I always wanted to main Kazuya, so. . .) As far I can tell, you're gonna spend a little time to learn Jin. But A.Ogre is easy.

Kasumi is mid-tier, then? Anyway, Gen Fu were such a underrated character in the other DOA games. I hope someone pick him, at least as secondary character, this time. I'm also happy to see Lei-Fang isn't up there, since I'm gonna main her and I don't like the idea behind top-tier characters.

I always thought the Ninjas were top-tier in every Dead or Alive game.
