depends on what you mean by a defensive game, the point of a fighting game is that it has to focus on offense or every round would be won via time out.
Games which focus primarily on spacing are the closest you'll get to a defensive fighting game; i.e SC, Tekken, DOA, VF...simply because you have to manage your movement, ranges, blockstrings/string defence not to mention you have a 3D environment which only further emphasises movement
