Not actually. Pyrrha does damage off a majority of things; she's a well rounded character.

Compared to the other Greeks, she has the lowest damage output. However, I agree, a solid okizeme game, and guessing correctly where to implement her oki tools, does add up for her damage. Arguably the best oki in the game.
