Technically that is true for any character someone doesn't know how to play against. It is called match-up inexperience, kills people all the time.

He has good lows if you have bad reactions. I believe he is reffering to stuff like 2A+B, technically those are all considered bad at high level because they are reactable and unsafe.
With faster stuff he has his 1K which is a pretty good kick. He has many lows but not necessarily good ones. If you cant react to them they must be annoying though. That is all up to you though.
