How often do you think that move is punished on block? It's effectively safe. A similar example is NM's 22_88A.

NM's 22_88A isn't punished because of the followup. If it didn't have one, it would constantly be punished. Ivy's 214B sometimes also whiffs leaving them at -100000000000000 and its also - on hit.

It doesn't matter how often people punish it, it's not safe, it's punishable.

I meant to say that the 2nd hit randomly whiffs on block. And Party Wolfs right. Its still punishable. If you do it and someone JFT punishes you and KOs you with that, you cant say its not punishable.

Most of the cast can punish 214B and it kills backstep about just as much as the standard BB, it's also - on hit. Not saying it's not a good tool but it's not exactly threatening until late game.

It's beastly in some MUs, but because the move is pretty slow, it's not at all hard to select your best punisher after blocking it. Her 3B seems to have more use since it has similar properties but is safe to everything but JG, and Alpha/Cervy CE, and you get more damage and decent oki. If you ask me (which no one did), Alpha's 33B and Omega's DNS B get stupid utility :P
