No, it changes on the fly. If you put a D-Pad ProModule in, it will act as a D-Pad. Same with Analog Stick ProModule.

Actually, it is a SOULCALIBUR V exclusive layout. Look at it closely vs the Japan TE and HRAP VX-SA. Think about it. It's a SOULCALIBUR V stick. When you plug it in, it SHOULD work out of the box with SCV, no? If it really bothers you, the TE stick is easy to open and modify.
