I don't know if that is entirely true. Or entirely false.

I think when you do "new" good, it makes the product better. I mean I love the new Kombaters in this game. They look great. New concepts (Insect Woman and Resident Evil boss controlled by Imp queen etc and Cassie Cage does look cool she shouldnt do but she does!)

At the same time the era of MK4 to MK Armageddon was just filled with new characters for the sake of new characters. For example: Jarek and Reiko were meant to be Kano and Noob Saibot in MK4.

Noob Saibot was still in MK4
 
In the roster there were 24 slots, we know 12

Sub-Zero, Scorpion, D'Vorah, Kotal Kahn, Ferra & Torr, Cassie Cage, Raiden, Kano, Goro, Quan Chi, Kung Lao, Kitana

So...12 more remain, may be less if one of the slots is for random.
