Devil was, though. If I remember correctly Angel was originally a palette swap/alternate costume for Devil, right? Perhaps if he gets in that will continue. Unless I'm wrong.

Another possibility is that such characters have gentler learning curves than certain male counterparts or more unique fighting styles, or have a fighting style that is considered 'masculine' given to a female character.
